Boat &;Repair scam alert

I just had the worst experience ever
I took my boat motor to Frazer Auto Marine In St Paul/AB
He told Me that my motor is in pristine condition & he has never seen another one as good shape
I told him i wanted an ESTIMATE & he said for me to call him back in 2 days
When i called him he said my motor is too old & not worth fixing but he has other motors that i can buy from him
I said no because i have to find someone else to fix it for a second opinion
I went today to pick the motor up & he handed me a bill for 225.00
He said thats for the estimate
There was no estimate written on the bill except just saying ESTIMATE FEE
Isn't an estimate free
Im going to take him to small claims court
Does anyone any ideas as to what i can do to get my motor back
